I would look into 3rd party mail archiving software, even if you have no intention of archiving. Some of the vendors out there can strip attachments as part of their solution. If you do go this route, just make sure you do a good job testing.

Clean boot was performed, in fact a brand new computer was setup to test this issue.
Did not fix. This add-in was not present on the brand new computer however the problem still occurred. New profile - had already tried this, but persisted and tried again. Setting up on the brand new computer would also have gone through this process.
